Participants

Responsibilities

Create an environment where everyone has the opportunity to participate in their chosen sport or activity.​​​

Recognise the rights of participants to seek help and advice from other coaches or experts.​​

Promote the concept of a balanced lifestyle, supporting the well-being of participants in and outside of the sport.​

 

Behaviour

Treat all individuals with respect at all times​​

Do not discriminate on the grounds of gender, race, colour, disability, sexual identity, age or religious beliefs.​​

Do not allow any form of discrimination to go unchallenged.​​

Do not publicly criticise or engage in demeaning descriptions of others.​​

Be discreet about descriptions of participants, coaches or any other individuals.​​

CONSTITUTION

1. Name

The club shall be known as Jurassic Juniors Angling Club (hereafter referred to
as “JJAC”).

 

2. Purpose and Objectives
The Club exists to:

  • Encourage young people to participate in angling activities in a safe, enjoyable, and educational environment.

  • Promote responsible fishing practices, environmental awareness, and respect for wildlife.

  • Provide coaching, match events, and activities that develop angling skills and confidence.

  • Foster teamwork, friendship, and positive social interaction among members.

  • Support progression into senior angling clubs where appropriate.
     

3. Membership

  • Membership is open to young people inclusively between the ages of 5 and 18.

  • All members 16 years old and under must be accompanied by a parent or legal guardian.

  • Members must always, follow JJAC rules, venue rules, respect others, and always behave responsibly.

  • JJAC reserves the right to suspend or revoke membership for serious misconduct or repeated rule violations.


4. Club Leadership

The Club shall be overseen by a Committee consisting of:

  • Head Coach Graham Howard (Acting as Chairperson, Match Secretary & RMO)

  • Lead Coach Jerry Bracey (Acting as Club Secretary & Treasurer)

  • Welfare Officer Julie Bracey

  • Assistant Coaches Jon Bass, Tim Broughton, John Evans, Neil Haine, Nigel Kemp, Chris Painter, Lloyd Richards, Si Wagner & Chris Ward.

Committee Responsibilities

  • Ensure the Club operates safely and in line with safeguarding best practices

  • Organise events, coaching sessions, and competitions.

  • Manage Club funds responsibly and transparently.

  • Maintain communication with parents/guardians.

  • Review and update Club policies annually.

Committee members must be adults (18+) and subject to appropriate safeguarding checks.
 

5. Safeguarding and Welfare

  • The Club is committed to providing a safe environment for all young members.

  • A designated Welfare Officer will oversee safeguarding procedures.

  • All adults working with juniors must follow safeguarding guidelines and undergo background checks where required.

  • Any concerns regarding welfare or safety must be reported immediately to the Welfare Officer or Chairperson.

 
6. Activities

The Club will organise:

  • Coaching sessions

  • Friendly matches

  • Educational workshops (e.g., fish care, water safety, environmental awareness)

  • Social events for members and families

  • Open Days for local clubs

All activities must prioritise safety, inclusivity, and enjoyment.

 

7. Finance

  • The Club is non-profit.

  • All funds must be used solely for Club activities, equipment, maintenance, or development.

  • The Treasurer will keep accurate financial records and provide an annual report.

  • Any expenditure must be approved by at least two Committee members.

 

8. Rules and Conduct

Members must:

  • Treat fish with care and respect.

  • Follow all fishery rules and local angling regulations.

  • Use appropriate tackle and safety equipment.

  • Behave respectfully toward coaches, volunteers, other members, and the public according to the clubs’ Code of Conduct.

  • Leave fishing areas clean and tidy.

  • Bullying, discrimination, or unsafe behaviour will not be tolerated.
     

9. Meetings

  • The Committee will meet at least twice per year.

  • An Annual General Meeting (AGM) will be held in May to review the Club’s progress, finances, and plans.

  • Parents/guardians may attend the AGM and raise matters for discussion.

  • Members may raise ideas, or issues for concern on the clubs’ WhatsApp Group at any time.

 
10. Amendments to the Constitution

  • Amendments may be proposed by any Committee member.

  • Changes must be approved by a majority vote of the Committee.

  • Updated versions of the constitution must be shared with parents/guardians.
     

11. Dissolution

If the Club is dissolved:

  • Any remaining funds or assets must be donated to a local youth angling initiative, conservation charity, or similar organisation agreed upon by the Committee.

  • No funds may be distributed to individual members or Committee members.

CLUB & MATCH RULES

General Rules

1. All JJAC members must respect and conform to the rules set out by the Environment Agency (EA), especially with regards to an appropriate rod licence where required. (Anyone 14 years of age on the day of their licence

renewal)

2. Members must always carry their JJAC membership cards.

3. All participants under the age of 16 must be accompanied by an adult at JJAC events. Participants between the ages of 16 and 18 can be unaccompanied at the discretion of the JJAC committee

4. ALL litter is to be taken home and disposed of. No litter, particularly fishing litter, is to be left on the bank. Angling litter is particularly dangerous to wildlife and must be disposed of properly at home.

5. JJAC members must respect the rules and wishes of the landowners and fisheries that we visit. Do not drive your vehicles on anything other than marked tracks. Fields set aside for hay must be avoided. All gates must be left as they were found. Fishery rules apply to all JJAC events.

6. All fish must be caught with a rod/pole and line only.

7. All fish caught are to be returned to the water alive and unharmed. 

8. Braided lines, barbed, and micro-barbed hooks are banned at all JJAC ​events, even where this conflicts with venue rules.

9. The use of keep nets outside of JJAC matches will down to the discretion of the fishery owner.

10. All nets must be fishery approved in accordance with the EA regulations at the time of use.

11. Any JJAC members wishing to make a complaint must do so by writing to the Head or Lead Coaches within 48-hours of the alleged incident.

MATCH RULES

1. Juniors will be allowed to take part in junior matches but will not be allowed inclusion in the results until they have received their proficiency certificate.

2. Once Juniors have received their proficiency certificate, they will be expected to adhere to the JJAC junior match rules.

3. Exemptions to rules one and two, or because of medical reasons will be at the discretion of the Head and Lead Coaches respectively.

4. The Head Coach or a nominated Deputy will have complete authority for the match on the day.

5. Jurassic Juniors Angling Club has a zero-tolerance policy on verbal or physical abuse. Any such occurrences will result in the offender/offenders being removed from the club.

6. Participants of all JJAC matches must be bone fide members of the club.

7. Juniors or parents of juniors wishing to participate in JJAC match events must inform the Head Coach by booking in on the Spond App by 9pm on the day 48-hours before the match date.

8. Anyone unable to attend an event must cancel their booking on the Spond App or contact the Head or Lead Coach before 9am on the day of a match event, or by 10am on the day of a Coaching event. Refunds for non attendance will be at the discretion of the Head and Lead Coaches.

9.The fee for all JJAC events shall be set at £5.00 determined by the JJAC committee. Additional pegging fees will be added to the event fee subject to prior agreement with the fishery owner.

10. JJAC match events shall be pegged out by the Head Coach or nominated deputy. No participant shall be permitted to re-draw.

11. Participants in JJAC match events shall be given adequate time to set up their equipment. If there is a delay to the start of any event, the full match time will be allowed from the delayed start time. (For example, a match starting at

10.15am will finish at 3.15pm).

12. No participant is allowed to break the water in any manner before the start of the event. Exceptions to this are as follows.

Positioning of a keep net or keep nets. Gathering water for the mixing of bait.

Plumbing of the depth and/or shotting of floats. The setting of a clip on a reel.

13. All landing nets, keep nets, and unhooking mats are to be laid out on the ground until the order is given to place the keep nets in the water.

14. Participants must fish from the allocated position in accordance with the number drawn at the start. Fishing must take place from the peg position in accordance with fishery rules.

15. Only one rod or pole can be used at a time, including plumbing the depth of an extra rod or pole. No feeding with a pole whilst using a feeder, feed spare areas by hand only. 

16. Any baits are allowed except, where stated by the venue (Venue rules apply), the use of artificial baits, lures/spinning tackle, or live or dead fish.

17. No over-shotted rigs or no float rigs allowed. All pole rigs must have a float attached.

18. A maximum pole length of 13-metres is allowed in JJAC events.

19. Fish excluded from JJAC matches are, Pike, Zander, Eels, Grayling and all game fish. If caught, these fish must be safely returned to the water immediately.

20. Participants must have completed the Proficiency Certificate to be eligible to fish JJAC match events. However, all participants may be allowed assistance with the playing, landing, and unhooking of fish. When being assisted, a landed fish must be safely placed in the keep net before the participant recommences fishing.

21. ALL participants must feed their swim unaided.  Where a medical exemption is applicable (See fig.1), Juniors may receive assistance in filling a pole cupping kit which the junior will then use to feed his or her swim. Where no pole is available, then assistance will be allowed with feeding from an adult.

22. When a match is in progress, participants may walk to see their fellow competitors. But respect is to be shown at all times to those still competing.

23. Suspicions or complaints of unfair conduct or a breech of the JJAC rules, must be made immediately to a coach, Lead Coach, or Head Coach. Actions arising from a complaint will be delt with by the Head Coach or nominated

deputy. 

24. Any actions arising from complaints at JJAC events will be dealt with in the following manner at the discretion of the Head/Lead Coach and/or nominated deputy.

a. An indicated Verbal warning will be given if any rules are ignored by the

competitor and/or any associated party.

b. A yellow card will be shown to a junior participant by way of a second and

final verbal warning if the JJAC match rules continue to be ignored by the

participant and/or any associated party.

c. A red card will signify that the participant and/or associated party has been

disqualified from the event if the JJAC match rules continue to be ignored by

the participant and/or any associated party. This disqualification will include a

further one match ban for the following competitive event.

d. Repeated breeches of JJAC rules may result in the participant and/or

associated party being banned from the JJAC.

25. Any issues of Safeguarding should be immediately reported to the Head Coach or Lead Coach. Any issues will then be reported to the Welfare Officer.

26. The end of a JJAC match event will be signalled with either a whistle or a shout of ‘All Out!’ All participants must stop fishing IMMEDIATELY. If a fish is already being played at the stop signal, then a shout of ‘Fish on!’ must be clearly stated by the participant or a helper/parent. The participant will then be given a further 20-minutes to land the fish. Any fish landed outside of the 20-minutes of extra time will be excluded.

27. Any event can be postponed either before or on the day at the discretion of the Head Coach. All efforts will be made to give plenty of notice before hand.

28. If a JJAC event must stopped for any reason (e.g. a risk to health and safety), then a result will be called if more than one-hour of the event has passed, or any participant has caught a fish. If the abandonment is within one-hour of the

start, or no one has caught a fish, then the event shall be called void. Every effort will be made to reschedule the event and refunds to fees shall be given.

29. All participants shall be responsible for any litter in their peg area, even if it is not their own. Where possible, every effort shall be made clear any litter from their page area for disposal either on site at the fishery, or at home.

Participants with litter in their peg area will not be weighed in until the peg area is cleared. A good angler is a responsible angler.
